Kinton Bruce, 27, allegedly was driving east on Ray Road in Chandler, Arizona at approximately 21:15 local time 6 May 2017, ran a red-phase traffic control signal at Price Road at a high rate of speed and struck a car occupied by Judy Kurtz, 56, who died in the hospital.
